This will depend on the context where the error appears. As others have shown in this thread, it may appear in a WAIT command. In older versions of Fox, I've seen it in SAY command with a picture, when the picture was too long, or the string value came from a long memo. It may appear elsewhere as well, because many places in Fox may still be using old-style strings which accepted only 255 (or 254) characters. For one, the label or any printed string in a report couldn't be any longer until VFP 6 (don't remember if it was a SP or bare version).
