I'm afraid the bad news here is that you can't and shouldn't for several reasons. The first one (as outlined in MSKB#Q175930) is that without updating IE, you run the risk of causing C5 errors in IE due to versioning differences. Another can be found in MSKB#Q191692. It plainly states that the file is part of IE and, therefore is not re-distributable.
