I can't seem to find a checkbox for "Don't show out of scale values"
I did turn off the bar values which prevented the zeroes from showing up, but the people's names still showed on the chart y-axis even though they had no bar on the chart and no value next to the name.

Still pondering what to do. I may be able to do something about excluding the names in the Select Expert to exclude the names before they even make it into the report.
