AFAIK,

"Recompile all files" when building the project creates new recompiled versions included into EXE/APP, but not fxp files on disk. (therefore it is a good practice to remove all fxp files before building the project and to make sure you included all programs in the application).

"complile all files" option is enabled for particular files only and it usually remains permanent if you do not change the resource file.

"Compile... ->more". Not sure but try to create your own project class having settings as you need.
