There are some employees in txqtr = '3' that start showing up in the table in txqtr = '3'. That is the employee was added in txqtr 3, so they have no data in txqtr 2. I think the problem with the query is in the where clause: Where pre.taxqtr = '2' because the employee has no qtr 2 record.
