Modality of each individual form in a formset is ignored. You set the modality of the formset as you like, and then that holds for each of its forms. This means if the formset is modal, all of its forms are modal - and what you have at the moment is the other case, your formset is modeless, and all the forms in it are modeless, regardless of their individual settings.

Setting the formset to modal would be the quick solution here, but I'd recommend, in the long run, that you take the route Ed and George recommend - it's simply better.
