Quando você fala "ON KEY" você não pode falar "THIS"

Assim, se possível faça
ON KEY ALT + 1 _screen.activeform.BOTOESMANUTENCAO.ACAO01.CLICK
Se não for possível sugiro que você crie uma procedure num PRG e dentro dela coloque "ON KEY ALT + 1 THISFORMSET.BOTOESMANUTENCAO.ACAO01.CLICK" e no ON KEY você chama a procedure.
