There's a FAQ entry by Paul-Vlad Tatavu that discusses registration via the use of the DLL entrypoint here on UT; it may help, but unless the system administrators are not very diligent and have stopped registration by disallowing you to run REGSVR32, it may still not work because domain-level security can (and often in semi-secured environments, is) block the ability to write to certain hives of the registry (such as HKEY_CLASSES_ROOT) by normal users.
