You can always use the windows media encoder SDK to do it...
http://www.microsoft.com/windows/windowsmedia/wm7/encoder.asp which is free and works quite well (I've done this exact thing myself this way) ...
Or you can get something like Capture Pro 2
http://www.pegasusimaging.com/capturepro.htm but it costs 200 bucks and using the WM Encoder SDK is not very complicated.
