Take a look at the @ctiVideo avialable from http://www.activevideotools.com/overview_av.asp. It has an evaluation version so you can try before you buy. With this control, making a picture from a video is very simple. IMO, the $109 is well worth it.

Optinally you can capture streaming video. If you want to do serious streamin you might want to use the AVI encoder as well, and compress you video in to DIVX. A bundle is only $219
