This is really bad. No justification at all for doing such a change is really bad. You have something running and working well then suddently, a new head comes in town, and decide to change everything. Maybe you could escaladate that and report such a situation to the CEO. :)

Well, I believe you are collecting a lot from this thread. But, this is doing things in reverse. As per first paragraph, it just doesn't make sense. Basically, he should do a proper case document to justify that what you have is not good. But, as he can't, it'd be difficult. ;)
