Two reasons. VFP 7.0 uses some VC++.NET, I believe. Also, we didn't have to distribute the VC++ support files because they were already distributed in the OS. Since VFP 7.0 came out before OS versions that will have the new VC++ runtimes aren't common. IOW, you needed them before, you just didn't know it.
As for losing hair...I sympathize. I do get frustrated when I lose time to a problem that turns out to be documented. But I can't really blame MS for that. There is a well-written and thorough read me about deploying VFP apps on the VFP setup disk under technical papers called VFPDEPLOY.
