Gotomypc is specifically for taking remote control of a workstation that has the host portion loaded and running (just like PC-Anywhere, but web-based).

The way these others work is by establishing a meeting that people log into. Yes, it is possible to take control of someone else's machine in the meeting if they let you. In other words, it has to be initiated and accepted. Usually it is used for sharing presentations/applications over the net in a read-only fashion.
