A primary key, either assigned from VFP, or from one of your own routine, which is needed in all systems for having unique IDs to all records and for establishing relationships is focused on specific needs only. In some cases, from a primary key, you won't obtain a clear sequence as a primary key can also be incremented but the record is not necessary saved.
So, any custom manipulation, such as the need you expressed, is better to rely on another field such as you would rely on a field for a specific user info. Primary keys are controlled automatically, as described in the first paragraph. If you wish to force a certain control on it, in order to keep the sequence intact, you should not use it. Just create another field to take control over.
