Make your returned value an OUPUT parameter, like this:
ALTER PROCEDURE dbo.GetMaxTaskNo
(
        @project_id int,
        @MaxTaskNo  int OUTPUT
)
AS
SELECT @MaxTaskNo = max(isNull(task_no,0))
	FROM task_header
	WHERE project_id = @project_id

	RETURN
