I strongly suspect that Screen=Off option is for run-time only. Why use it for design time for VFP development environment?
In VFP8 you can forget about config.fpw, BTW. There is a new SYS(602) function for this. You can check at app startup if you run in dev environment or not, and dependent on this use "off" or not.
