A VPN is network infrastructure, used to create WAN links between remote locations, usually through the Internet. This is completely under the control of the network administrator(s); there is no "control" you can add to your application that will implement one without their co-operation. In fact if they do not open appropriate ports in their firewalls you cannot create a VPN.
Your application will make use of
pre-existing VPN link(s) to connect to remote resources. About all you can do is prepare your application for use over low-bandwidth connections, as VPN links are typically only a small fraction of the speed available over local Ethernet links.
