I'm not sure, but seems Windows XP themes support was added for run-time in VFP8. Did you notices VFP8's improvements mostly related to run-time, language and classes and not to design time? Compare with VFP7 where we had a lot of improvements in design time environment and little of improvements in language and classes. I think that's is a reason.
