Well, in these days of broadband, I don't think anything under 20 MB should be a problem. Look at the VFP8 download. Also, look at the MSDE download. What are they(the group you referred to) using for a DB?
It's a little better for me since I distribute VFP web apps - I need only distribute the smaller vfp7t.dll/vfp8t.dll, interface is HTML, etc. I got the full distribution down to 2.3 MB with the smaller VFP runtime included using Installshield Express 3.5.
I wouldn't look for this group's approval, I would just do it - the success of the shareware will mute any criticisms of the technology...
