This is just a SWAG, but I would advance that the API support is one technical reason that Win95 is not supported. Like you probably know, the API library get a lots of overhaul between versions of the OS. Some new API are added, some are modified and some are removed. So that mean that if you want to support an older OS, you need to make sure that you do not use any APIs that are not supported in that version.

This is pretty much the same thing as asking your code to be compilable in all versions of VFP. Your application will get bigger and harder to manage after each new release of VFP, so you will need to trace a line at some point.
