Have you installed the original VFP7 on your system? You cannot install SP1 until VFP7 has been installed. Installation of the runtime is not sufficient; you must have the full Developer Edition of VFP7 installed to upgrade to SP1.

If you have previously installed VFP7 runtimes, you must install SDP1 on a development system to get the new runtimes to place on your target systems. There is a problem with ISX LE installing over an existing install; I'd suggest using VSI 1.2 (available for download from http://msdn.microsoft.com/vfoxpro) to place new runtime images on your target system if you need to upgrade VFP7 runtimes, and you don't have another installer available.
