Basically I was getting the same error after using SET PATH. However, in my situation I was using a metadata file to create a 'string' and SET PATH TO 'string'.

It turns out that I had a 'HTTP://' in my 'strings'. This worked fine in VFP 7, but in VFP 8.0 beta it gives errors later while trying to run code.
