It means that the Win2K Server acting as the root of your domain hierarchy had a date/time error on reset; Win2K detected it on a restart and is directing you to reestablish the time base from an external source using the NET TIME command line. Usually, this is a result of a machine rebooting and finding something with a later date/time stamp in the registry than the time read from the system clock.
