Games under Windows usually use DirectX, that is completely another approach for working with screen for better performance of graphics engines in games and better use of hardware acceleration. This means that ANY Windows window would not be displayed atop of game screen, despite whatever you do. You require to find some way to "HOOK" into DirectX functions and draw something on screen directly.
