Maybe you could change your append/seek/go/replace/etc syntax to use the more multi-user-friendly, like using SQL-Select and SQL-Update.
Maybe you could take when your desktops are inputting and have them first input it locally on their system, and then copy the DBF to the central system where a single EXE on the server does the actual data updating.
Also, why are you using row buffering instead of table buffering? It seems like row-buffering requires much more impact on the DBF header than table buffering.
