I don't know which version of Pocket PC he have on his handheld, but if he doesn't have the Pocket PC 2002 version, the compact framework of .NET won't work on it.

I chose C# and found the compact framework extensions for .NET beta to be a little lacking, but overall, very easy to develop with. Wondering why you chose EVB?
