Can anyone recommend an Icon Creator for creating project icons.

I am using installshield express full version.

When I create an icon with imagedit or some other free program and then try to assign it. Installshield only sees one icon index. I need a program that will create multiple icon index files that install shield will be able to read.

For instance if you open a windows icon with installshiel it contains several images to choose from.

If I create my own and add 2 or three images ie 32x32 & 16x16 16 color images. Installshield only sees one of them.
