It behaves the same way for me. I must be doing something wrong. I created an Icon file that has every available format resource in it.

48x48 16
32x32 16
16x16 16

256 colors, true color, 2 color.

According to the help in installshield, when I open an icon file I should see a list of all the resource images and pick the one i want. I only see 1. Icon Index: 0 none of the others show up.

I can point installshield to one of the windows programs like winhelp.exe and i can see multiple images to select from.??
