It's interesting to me how one has to be careful in how one phrases things. Both you and TomW, and possibly others (I have more to read) took thing differently than I intended it.
My intention was to say that BILINGUALISM would have to stay in law/regulation as-is FOR the absorbed Canadian "state(s)". I was NOT intending to push bilingualism on any other state OR the US Feds.
