Then I think that you have to ask the people who generates the file how you can assume the correct year. Maybe they are doing this because it can be just last or next year. I think it's plainly silly, anyway, but I saw worst decisions in the past. 8-)

One way or the other, once you have determined day, month, and year, just use the date() function to build the date value.
