If it's meant to be comma separated and double-quote delimited, then your data providers have to give you data that follows the rules.
If you're being presented with invalid data, then no, there's no easy solution.

I had just the same thing, where I was providing data to be imported into another system and they wanted pipe separated file with no string delimiters.
No problem - until a data entry error left a | character in one of the fields !!

If they aren't validating the data, then you will have to.
And even with VFP's large number of string functions that's going to be hard work.
