I have used COPY TO ... XLS many times without problem. VFP does not open the XLS file or leave a low level handle open to it. The error message is clear - Excel itself believes another copy of the file is open. Is it possible you used OLE automation with Excel and there is a copy of Excel running with the XLS file open?
