Maybe the best solution is not to use Setup Wizard at all. I always use NSIS (
http://sourceforge.net/projects/nsis2k/) to made distributions. It is fast, effective, flexible and of course free and opensource. It is not good if you're looking for easy solution. You'll waste some time to learn NSIS-script language. But you'll get full control over install process.
As I know there are no install-making systems supporting automatic CD-burning. Is it a big problem to do it manually?
/A new technology turns into completely outdated stuff before you have a time to read "Getting Started..." section.
/If there are some "system programmers" then others are unsystematic.
