Yes, you're right, VFP-window modal state is controlled by VFP not by Windows OS. And there's permanent bug related to modal windows in VFP. Something like that was going on when I was creating modal window while another application was active.
So... You may temporary hide _SCREEN while showing modal window or not use VFP Screen at all (as I do).
