Here's the minimums:
Microsoft IIS 4 or above or PWS web server(with MTS).
Active Server Pages(ASP).
Microsoft Visual Foxpro 6 SP5, Visual FoxPro 7 SP1, or above.
(corresponding runtime(vfp?t.dll and vfp?enu.dll) must be included when deployed)
Any HTML editor (a WYSIWYG editor like FrontPage is highly recommended).

An ideal configuration would be the following:
Windows 2000 or XP
VFP 7 SP1 or VFP 8(corresponding runtime(vfp?t.dll and vfp?enu.dll) must be included when deployed)
FrontPage 2000 or the latest DreamWeaver
