Check out Menu and Shortcut Designers topic in Help. At the bottom of the topic is Insert Bar. It should help you to create Edit menu.
I'm having some troubles with menu myself right now. I need to change hierarchy of my menu and I don't see a way except for re-designing... :(
If it's not broken, fix it until it is.
