Michel is correct. You could take a look to see if your ISP offers any free web directory space on their server. For example MSN included 5 or 10 megs of space on thier server for web pages or a photo Album as a part of the price for their services. If you upload the pictures to the designated area they would be universally available via the URL address. Then build an HTML page that links to the picture in the space provided by your ISP.

It also may possible to design a picture in Paint and embed it into an html page with a what you see is what you get tool like front page, but it seem this might be a security risk in an email.
