Michael,
The ADSI part(part that sets up the virtuals) is in the PostSetup project, setup.prg, setIISAdmin function. Yes, you should see them in the IIS console.

You might want to look in the PostSetup source(the ADSI part) and see what it's doing and just run it from the command window. Or just delete the virtuals and set them up manually. Usually when you get errors like you described, the root path(physical directory) is not right within the definition.
