I have an ASP.NET front-end (C#) to SFReports that runs VFP Reports via a COM EXE. I actually output the report to a PDF and then can display is in the browser.

Besides using the COM EXE (by the way, I think this is prohibited in DLL servers) I don't know how else you would do it. Theoritically, you could connect to the FRX with OleDB and do something along the lines as what Frx2Word does, but that somehow seems like overkill.
