I think there are some pretty good health systems in Europe, Asia and the Middle East FWIW. Each of those could claim to be "best" depending what criteria are tested.
Switzerland, for example, hosts many of the world's giant pharmaceutical companies and is so wealthy that apart from dispensing meds, pharmacies provide free meals to anybody who wants one. That's "rich" for you.
