Have you tried the Kodak controls that come with Windows? (pre XP only)

My preference : I use the ImageMan controls from DataTech. They also have a fully functional evaluation set of controls. I spent weeks researching, downloading and evaluating software from various companies before I settled on these controls, so I've no problem recommending them.
