you must open the DBC in exclusive mode to run the PACK DATABASE command (the command send selecting "Clean Up Database" from the Database menu).

Try: close the database, close the project, issue a

OPEN DATABASE yourdbc EXCLUSIVE VALIDATE
and, after

PACK DATABASE
