Make the color transparent. The background may be using Windows default colors, and that would be under user's preferences.

I've done this already - a transparent container, having an image control and a label, with setting the style to 3d in OnMouseEnter, and setting it back in OnMouseLeave (or did I use HotTracking? don't remember). Works like a real button, and can be made to look as nice as you want.
