The problem, natively, is that VFP does not 'remember' the source of the breakpoint, but merely the linenumber; for example write a program of 5 lines of code - debug it ad place a break on line 3. now insert a mere comment at the top, and you will see that the break now is on line 3 again, but that is the original line 2.
