If setup wizard of your application ( deploy instalation in VFP7) installed run times VFP7 libraries , your exe will have without problem to existing dbc
You have to have te path to the directory with dbc and tables
If libraries were not installed, do it
I do the following thing
Make project with 1 program and 1 string in it
Do exe and make setup for it
I use this setup and later all VFP applications ( exe) will work at this PC
