This was my first thought, he copied the DLL, WSDL, and the WSML files from his workstation to the server, and didn't register the DLL file on the server. And I assume he has VFP installed on the server, so by registering the Web Service again on the server via VFP will re-generate the WSDL and WSML files with the correct SOAP address information, and the DLL will be registered on the server.
Wonder if he has solved the problem.
