OK, I was confused about the symptoms, then.
First of all, you have to make sure that the data files are accesible. You might experiment by placing the data files in the same folder as the EXE. For the final installation, you will probably want the data files in a separate folder - make sure the path is set correctly in your programs.
You also have to make sure that the forms are found. Check what form is called up by a sample menu pad. Make sure that that particular form is included in the project.
You may want to post the exact command you use on your menu pad, plus additional options (for instance, "skip for...").
