Sorry I didn't get back with you sooner. About all I can figure out is that you may be running into a problem with the way the information in the registry is being written when you change the time zone setting. I'll run some tests this afternoon without re-booting and with re-booting and get back with you.

I've never experienced the problem when the machine has been properly set to the actual time zone that the machine is located in.
