1) Yes, you can download the .NET framework for free and code C# in NotePad, but why the HELL would anyone want to do that?? <g>

2) Online C# tutorials ... no opinion, haven't looked at any.

3) I believe that you can run a .NET app on Win98, but you definitely cannot run VS.NET on it.
