They are being put back in the project is there is still some active references to them.

Toolbars and forms, for example, if defined with some BMP, will include them in the project. At build time, the project manager will include such references.

You may mark them as external references in your project. Also, another issue which will make your EXE small is to build it with Debug Info off.
